「是不是詐騙」這個問題，文件能回答到哪裡
「詐騙」在多數人口中混著好幾件事：一家根本不存在的空殼、一家存在卻不付錢的業者、一家會付錢但把條件寫得很難讀的業者，還有一次你自己沒讀到條件的經驗。這幾件需要的證據完全不同，而論壇上的爭論之所以不會結束，多半是因為雙方各自在講其中一件。我們能做的是把可以被文件回答的那一部分攤開；剩下的——它日後會不會對某一位玩家做出什麼——沒有文件能事先回答，我們也不假裝可以。
牌照：兩份文件並排讀，不合成一句話
一家業者說自己持牌，和主管機關的登錄簿上真的有那一列，是兩份不同的文件。多數頁面把它們揉成一句「持有古拉索牌照」，而揉合的那一刻，兩份文件各自帶的限制就消失了。所以底下我們把它們並排放：一邊是業者自己的牌照頁怎麼寫，一邊是登錄簿裡對應的那一列，各自標上讀取的日期——這兩個時點不必然相同，而它們不同的時候，那件事本身就值得你知道。
還有第三樣東西要一起讀，就是登錄簿自己的免責聲明。它逐字寫著：這些總表不保證牌照當下的有效性，因為受監管實體的狀態會隨時間變動，任何人都不能從這些總表推導出任何權利。這句話是主管機關自己說的，不是我們加的評語；也正是我們不把登錄簿上的一列當成保證書的理由。那一列的期限欄與狀態欄怎麼寫，底下照抄，不詮釋。
